Chapter 2

Title:

Current status of linking car accident data with electronic health records in the five big public hospitals in Jordan (Al-Basheer hospital, Jordan University Hospital, King Abdullah the 1st Hospital, Zarqa Government Hospital, and Al-Salt Government Hospital)

Short Description and Focus of Chapter:

“Hakeem” is the computer-based medical record system that is used in all public health care facilities in Jordan. Private sector hospitals use different computerized systems to register patients and record payments upon registration and discharge. The type of accidents in Jordan tends to be seasonal. In winter there are more home related accidents due to heating. In summer there are more car accidents due to summer holidays and return of expatriates from the Gulf countries to Jordan. Violence at home may result in injuries which is then considered as an accident to be transferred to a hospital. Prior to that it is dealt by the Family Protection (Part of the Police Department).
The study will provide statistics based on data collected from the Civil Defense Directorate, the Police Department, the Ministry of Health and the emergency department in the major hospitals in the 12 governorates in Jordan. Data will be triangulated to avoid duplication in counting of accidents and actions taken.
Primary investigations indicate that accident informatics, as such, does not exist in Jordan. Hakeem and the private sector hospitals do record, through their emergency department diagnosis based on the accidents that occur. X-Ray, pathological test results and other symptoms are recorded in the electronic health record. The Civil Defense Directorate and the Police Department record number of accidents, the nature of the accident, gender, age, date/time and location.
There is no link between the cause(s) of accident with the electronic health record. Health personnel have no interest in recording such data, while the Police Department and the Civil Defense Directorate do register causes and provide advice to the population on these issues.
Data will be collected based on visits (observation and interviews), study of the workflow in electronic health records and assessment of the content of a sample of anonymized electronic health records.
The results of the study will be communicated to the appropriate authorities in addition to publication.
A policy brief will be developed for policy-makers to consider changes in the method of recording accidents events in the electronic health record.
